The beginning of the video was just driving through the rain this morning(9am) in the Cottage Road Park neighborhood of Norfolk. It's the final 15 seconds when an elderly woman in a Hoveround dashes across the street in front of me. I have seen her many days at this time going to the 7-11 for her lottery picks. I was surprised she managed to do it this morning!
