NORFOLK---13News has learned VDOT Hampton Roads District Administrator Dennis Heuer plans to resign.

VDOT Commissioner Greg Whirley said the decision was made by Heuer.

The resignation follows Friday's pothole debacle on I-264 eastbound, but Whirley said it is not the reason Heuer is leaving.

"He was a good engineer," said Whirley. "He and the department felt this was in his best interest."

In a teleconference call Thursday, Whirley said he will continue an internal investigation into how the department has handled pothole repairs.
