Six people are seeking to become mayor of Suffolk in the city's first direct election for that office. They are the incumbent, Linda Johnson, as well as Roger Leonard, Dwight Nixon, Tom Powell, Andy Damiani and Mike Debranski. All six will be On the Record this Sunday, debating whether the current administration is managing the city's finances well. And on My Minute, will any of the national candidates level with us about hard times ahead.

With all the mayhem in Washington, who would want to be a Congressman these days? Andrea Miller does. The computer consultant from Chesterfield County is the Democratic nominee to oppose Republican Randy Forbes in the 4th District which extends from Chesapeake to south of Richmond. She is anti-war, pro-alternative energy and is carrying on a low budget, but feisty campaign to unseat the incumbent. I'll also talk to Frank Atkinson, who has written two books on Virginia politics, about whether the state could go blue in the November presidential election for the first time in 44 years.

Portsmouth State Senator Louise Lucas is not giving up on her attempt to win city endorsement of empowerment zone bond financing for a $60-million hotel and conference center on Victory Boulevard. City Council voted it down in July, but Lucas says she has scaled back the proposal slightly but still believes there is a strong market for the project. She makes her case, along with her attorney Bill Nusbaum and development consultant Mike Glenn. If Virginia really is going to be in play in the Presidential election on November 4, thousands of poll workers, electoral board members and voting registrars across the Commonwealth will need to be on their toes. She is Nancy Rodrigues, Secretary of the Virginia State Board of Elections. What should he talk about that will endear him to a national audience while not alienating the voters in Virginia where he is running for the U.S. Senate? This Sunday, I'll yak with two convention delegates, Obama supporter Jack Howard and Clinton supporter Vivian Paige about that issue and whether all Democrats are ready to work together now to help Obama win the November election. Whether or not to lift the current moratorium on offshore drilling off the east coast is becoming one of the most contentious issues of the presidential election. On the Record hosts a spirited debate featuring Virginia Beach State Senator Frank Wagner, who favors lifting the moratorium, and two environmentalists, Hampton University professor Benjamin Cuker and local Sierra Club conservation coordinator Eileen Levandoski. They face off over whether drilling is bad for tourism and the environment while also being good for the economy. It's must see TV.

The threat of global warming became became more important in Washington earlier this year when a group of retired admirals and generals issued a report on its potential impact on national security. One of the authors, retired Admiral Joe Prueher, who headed the Pacific Fleet and became U.S. Ambassador to China from 1999-2001, now lives in Virginia Beach. Prueher and retired captain Joe Bouchard, now a Virginia Beach delegate, talk about the challenges posed by rising seas, both here and abroad. Prueher also chats about China today, in advance of the Beijing games which start next month.

How did the United States become the security guard for the Persian Gulf? Can we sustain it? What is it costing us in terms of money and loss of life? Steve Yetiv, who teaches political science at ODU, is the author of several books on our policy and practices in that part of the world including his latest, "The Absence of Grand Strategy: The United States in the Persian Gulf, 1972-2005". He talks about our relations with Iran, Saudi Arabia, Iraq and other nations in the Gulf and whether the war in Iraq has made things worse. Also, George and Frances Sadler, a local couple, spent six months sailing from Norfolk through Caribbean, most of the time alone. On the Record: Voting rights after prison; CW re-enactors   2008-07-03
In Virginia, having your voting rights restored after serving a prison sentence for a violent or non-violent felony takes time and a reprieve from the Governor. Should the process be shortened? The state is urging those who are eligible to submit paperwork now so they can possibly vote in November. I talk with a former felon just had his rights restored, 35 years after going to jail, and a woman who heads an organization working with ex-offenders and to the Secretary of the Commonwealth, Kate Hanley, who reviews all the applications. Also, a pair of excellent Colonial Williamsburg re-enactors portray the Marquis de Lafayette and George Washington about their roles in the Revolution.

The General Assembly returns to Richmond Monday for yet another special session on transportation. Will this one produce more revenues for big ticket construction projects in Hampton Roads? At the moment, Governor Kaine's plan to raise taxes looks headed for defeat in the House Finance Committee, but much can happen once the legislative process begins. The show features a lively debate between Delegates Ken Alexander (D-Norfolk) and Tom Gear (R-Hampton) on the need to raise taxes in a down economy. Also appearing are Delegate Glenn Oder (R-Newport News) and Senators Yvonne Miller (D-Norfolk) and Fred Quayle (R-Suffolk), both of whom serve on the Senate Finance Committee where all tax bills are heard. On June 23, the General Assembly returns to Richmond to try to pass new funding bills for transportation. The Navy wants 2,000 rural acres to locate an outlying landing field, and agreements from the host locality not to build homes on 28,000 acres around it. Sites in two counties in North Carolina and three in Virginia have been identified, but none want the noise and they claim, economic disruption, that will come from the airfields, where pilots from NAS Oceana would train. Guests are two officials from the Navy on the need for the OLF and what the government is willing to do to make it a win-win for everyone; and three county administrators who say there is not much the Navy can offer to make their residents happy. And on My Minute, some advice for Barack Obama as he prepares for the campaign ahead against John McCain.

On the Record: Va. senate race; Hillary v. Obama supporters   2008-05-19
Democrats are rightfully fretting that the continuing battle between Barack Obama and Hillary Clinton for their party's presidential nomination is threatening their chance to win back the White House in November. But Clinton supporters, like local blogger Vivian Paige, think she should stay in until all the primaries are over. Obama backers, like Congressman Bobby Scott, say it's time for Clinton to quit because she mathematically can't win. This Sunday Paige and Scott debate the matter, and Northern Virginia Delegate Bob Marshall tells me why Republicans should nominate him over Jim Gilmore to take on Mark Warner for a Virginia Senate seat this fall. April is Child Abuse Prevention Month and no one knows that better than Betty (Pruden) Kelley, who was physically and sexually abused growing up outside Rochester and wrote a book called Home Free, detailing her experience. Art Collins retires at the end of this month after 39 years with the regional planning district commission, the last thirty as its executive director. Regional cooperation has improved dramatically over that time, but transportation remains an obstacle, principally because it must receive funding and approvals from other layers of government. Collins has been praised and reviled for his efforts. On Sunday he looks back on regional successes and failures.

On The Record: John Adams mini-series; Titanic musical   2008-03-21
The nine hour HBO miniseries John Adams, which continues this Sunday night, is the largest movie production ever to come to Virginia. The creators, led by co-executive producer Tom Hanks, used Colonial Williamsburg, a prison farm in Powhatan County and a backlot built at a vacant manufacturing plant outside Richmond for much of the filming, which brought millions of dollars into the state's economy and jobs for a number of local actors and crew. This Sunday, you'll meet one of those actresses and the heads of the state and regional film offices who would like the Commonwealth to join 42 other states in offering more incentives to bring Hollywood to Virginia. You'll also meet Brian Marshall, director of the Virginia Musical Theater production of Titantic, which comes to Virginia Beach starting Thursday and two professional actors, Greg Violand from Cleveland and John Payonk from Chicago, who have two of the principal roles in the production.

Mark Warner is considered to be a heavy favorite to win election as Virginia's junior U.S. Senator this November, but even he is worried that friction between supporters of Hillary Clinton and Barack Obama may harm party unity going into the fall elections. This Sunday I will talk with the former Democratic governor about the Presidential derby as well as his own contest against either Jim Gilmore or Bob Marshall, the two current Republican Senate nominee combatants. We will also chat about his views on withdrawing troops from Iraq, how to gain energy independence and whether there is a solution to the transportation debate in Richmond. On The Record: Norfolk smoking ban, National Spelling Bee entrant from VB.   2008-03-10
Come March 31, Norfolk could become the only city in Virginia with a restaurant smoking ban. It may not happen though because the General Assembly did not pass a similar restriction for the rest of the state. We'll discuss that issue this Sunday with councilwomen Theresa Whibley of Norfolk and Rosemary Wilson of Virginia Beach and Matt Falvey, owner of three local restaurants. You'll also meet 13 year old Rebecca Willett of Virginia Beach, who will compete in the National Spelling Bee in May. On The Record: Payday lending, EVMS funding   2008-02-25
There are nearly 800 payday lending stores in Virginia, providing millions of dollars in loans each week to people needing money between paychecks. The issue, now before the General Assembly, is whether they charge too much in interest and hook too many people into continuing reliance on this method of borrowing. This Sunday, Jamie Fulmer, representing the largest of these companies, Advance America, and Ward Scull, a Newport News businessman who began Virginians Against Payday Loans after one of his employees became seriously in debt to a payday lender, will debate the issue. Also Harry Lester, President of Eastern Virginia Medical School, will talk about the challenges of securing state construction funds because of a dispute over whether the institution is deemed a state agency by legislators. And on My Minute, are authorities giving accused police killer Ryan Frederick a fair shake.

Does America really have an immigration crisis or is it simply being used as a political issue to help conservatives win elections? Last week On the Record viewers heard from a college professor and a local civic activist asking for tougher laws to send undocumented workers home and punish employers. This week they will hear from a lobbyist, a Mexican American and representatives of a major local landscaping company who say this country needs temporary workers and ought to be doing all it can to accommodate them for the sake of the economy. Tuesday is the Virginia Primary and the outcome is expected to be close in both party contests. On the Republican side, John McCain is not necessarily the favorite. On this week's show, Charles Dunn, Dean of the Robertson School of Government at Regent University and author of a recent book on the conservative movement in America, will talk about McCain's problems with that bloc of the party and what that might mean for his chances in Virginia Tuesday. Also, George Grayson, a former delegate and W&M Professor, is an expert on Mexico. He believes that country's rich elite are dumping problems with their poor people on America and Canada, creating our immigration problem. He will be joined by Belinda Dexter, who is part of a group called Help Save Hampton Roads. The murder of a Norfolk 15 year old, allegedly by a pair of 13 and 14 year old juveniles, has outraged many people throughout the region, among them Norfolk school board member Billy Cook. He is e-mailing everyone he knows in authority, calling for a community-wide effort to protest violence. This Sunday, Cook, a Colonel in the Army Reserve and a former teacher, speaks out. You'll also meet Robert Eisen, who lost his law license after being arrested for abusing narcotics. He talks about his addiction, the depths of the psychosis which he experienced and about a miracle drug that has restored balance to his brain. Joining him will be two physicians who with Eisen have opened up a new treatment center for narcotics addicts on the Peninsula. And on My Minute, some praise for Paul Fraim, who is taking the region on his shoulders and could use some help.

Lisa Suhay is a persistent woman. The former New York Times reporter has written eight children's books, the latest about the first Thanksgiving at Berkeley Plantation in Virginia. Encouraged by one of her children, she lobbied the White House to grant an official pardon for a pig, symbolic of the meal served at that first gathering. Her efforts led to the President's visit to Berkeley on Monday, but did Mr. Bush pardon Lisa's pig? Watch this week's On the Record to meet Lisa Suhay and find out. You'll also meet members of Virginia's Libertarian Party, which are working hard on behalf of Ron Paul's presidential candidacy. What do Libertarians believe and why do they back Ron Paul?

On The Record: Regional water cooperation   2007-11-19
There is no better example of regional cooperation in southside Hampton Roads than the complex distribution of water. Virginia Beach pumps water from Lake Gaston to Norfolk's lakes in Suffolk where it's treated and pumped to the Beach and to Chesapeake. Portsmouth, which buys water from Norfolk, owns water of its own in Suffolk that it supplies to its own citizens and to Suffolk. And on the Peninsula, Newport News sells water to its neighbors. It's complicated but it works, particularly during stressful times like the recent drought. On this Sunday's On the Record, the utilities directors in Norfolk and Virginia Beach talk about that. Also why would anyone run for office, given how nasty the latest General Assembly elections were? The Sorensen Institute trains people considering throwing hats in political rings. In the first Senate district on the peninsula republican Tricia Stall and democrat John Miller will debate proposed changes to improve public education and in the 21st House district in Virginia Beach republican incumbent John Welch will defend the controversial Virginia drivers fee in his contest against democratic challenger Bobby Mathieson.

More House of Delegates debates. In Norfolk, incumbent Democrat Paula Miller is opposed by Republican Hank Giffin, a retired three-star admiral. In Virginia Beach, incumbent Republican Bob Purkey is opposed by retired management consultant Bob MacIver.

Republican Senator Nick Rerras is defending his seat against Democrat Ralph Northam. Key issues are the abusive driver fees and proposals to limit how much revenue the cities can collect in real estate tax rates. In the second segment, Portsmouth Democrat Steve Heretick, who is seeking to unseat incumbent 13th District Senator Fred Quayle. Quayle did not respond to invitations to participate in the program.
