NORFOLK -- Norfolk and Portsmouth are offering free parking to residents in low-lying areas prone to flooding in case Hurricane Earl creates a problem.
In Norfolk, people living around the downtown area can go to any of 5 downtown garages from 6:00 p.m. Thursday through Friday.
Larchmont, Highland Park and Lambert's Point residents can use the upper levels of ODU's parking garages C and D, located on 43rd and 45th Streets between Hampton Boulevard and Monarch Way, at their own risk from 6:00 p.m. Thursday until 6:00 p.m. Friday.
Portsmouth will open four garages after 6:00 p.m. Thursday. Vehicles must be moved by 7:00 a.m. Monday.
Residents can use available spaces on the second floor and above but cannot park in reserved spaces and ones marked for Harbor Tower, Police Dept.
