7/23 UPDATE: McKiver, who remains in custody, is due in court this morning for a preliminary hearing, according to online court records.
The Virginian Pilot previously reported that the victim, 21-year-old Pierre Johnson of Portsmouth, was fatally shot and had been tortured, according to a search warrant affidavit filed in Circuit Court.

4/30 UPDATE: Devontae McKiver, 22, has been charged with first degree murder in the death of 21-year-old Pierre Johnson, who lived in Portsmouth.

CHESAPEAKE -- Police are investigating a homicide in the 2200 block of Paramont Avenue in Chesapeake.

Fear struck the nerves of residents in this Chesapeake neighborhood when they heard something that they rarely hear.

"it was a whole bunch of gunshots and stuff like multiple shots," said one neighbor. 

According to spokeswoman Kelly O'Sullivan, officers responded to a report of an injured person around 3 p.m. When they arrived, they found the person in the road suffering from a gunshot wound.

"It was just a shocking experience when I came around the corner and I could see a man lying in the street," said Justin McNeil. 

One person was taken into custody following a foot pursuit, but no charges have been filed.
