The director, Lacy Kuller, told WVEC.com Wednesday night, "He had such a kind heart and it's part of the reason why he worked here....and it was evident you know from day one of meeting him he had such a strong desire to give back to the community and you can tell he gave a lot . "

NORFOLK - Police say a jogger was killed when he was hit by a vehicle in Norfolk early Wednesday.

It happened around 6:35 a.m. at Mason Creek Rd. and W. Balview Ave. and police blocked Tidewater Drive at Mason Creek for the investigation.

He tells WVEC.com that the driver of the Jeep stopped and called 911 to get help for the man.

13News Now photos show the windshield on the passenger side was smashed in.

Lakiesha Banks lives nearby. She hopes the city will put up stop signs in place of the yield signs at the intersection.

Many in the neighborhood told 13News Now that the intersection is dangerous and it's not easy crossing the street.

The crash investigation team is on the scene and once the investigation is complete, the case will be turned over to commonwealth's attorney office to review.
