PORTSMOUTH -- More than 19,000 vessels worldwide volunteer to be part of Automated Mutual Assistance Vessel Rescue, or AMVER.
They agree to help the U.S. Coast Guard in emergency situations. A case in point was the weekend rescue of a 66-year-old man who was 113 miles into the Atlantic.
