Downed power lines close part of James River near JRB

PORTSMOUTH (AP) -- The Coast Guard has halted all water traffic within a half-mile of the James River Bridge while utility crews remove downed power lines from the water.
Virginia Marine Resources Commission spokesman John Bull says the river will remain closed until the lines are removed. Bull said Thursday it's unclear when the river will open.
High winds blew the lines down Wednesday night and knocked out power to 3,500 Dominion Power customers.
Dominion Power spokesman Ken Holt says power has been restored to all customers and the downed lines have been secured.
