Payment plans offered to victims of water bill glitch

NORFOLK -- An official from the Hampton Roads Sanitation District whose billing system glitch resulted in thousands receiving late water bills says the water woes will soon be over.
Ted Henifin, General Manager of the Hampton Roads Sanitation District says the district takes full responsibility for delayed bills, and will make payment plans available for every customer to catch up.
“We will work with you getting a payment plan established with no finance charges, and we will make it as easy as we can for you to get caught back up,” said Henifin.
Henifin admits the new billing system, installed in July, caused major delays for thousands of customers like Emmerson Cubas.
Cubas received his first water bill five months late with a balance much higher than expected, totaling $2,100. Cubas discovered a leak, and notified officials, but he says the bill was never adjusted.
Other water customers claim they were overcharged by HRSD, but Henifin says the software is not to blame for the high bill rate.
“If we get a good meter read, we get an accurate bill,” he said. “It does calculations correctly.”
Henifin suggest customers who believe they were over charged should take the issue up with their City's utility department.
