Chesapeake Police Dept. to undergo independent review

For the first time in more than 30 years, an outsider is being brought in to review the policies of the Chesapeake Police Department.

"This is not an investigation but an operational review," City Manager William Harrell said Tuesday.

The request comes less than two weeks after narcotics Detective Jarrod Shivers was killed serving a warrant.

An independent consultant will review policy, current and proposed equipment, training protocols and staffing levels.

Police Chief Richard Justice and City Manager Harrell said an independent review of the Shivers case could happen later, but "that doesn't appear necessary at this stage," Harrell added.

The city is looking to the International Association of Police Chiefs and the International Association of City Managers for help in selecting the consultant.

The review will go to bid and should begin in about 30 days. It could take 90 to 120 days to complete.

Chief Justice says the Professional Standards Bureau of the police department is conducting the investigation into the Shivers case. Chief Justice says he's asked for the results of a preliminary review in two to three weeks.

Willis does say the idea of reviewing the police department is not new and has been lfloating out there for a while. However, the death of Detective Jarrod Shivers might have accelerated action by city leaders.
