Norfolk developments may slow

NORFOLK (AP) -- Some housing projects in Norfolk are facing delays because of a lack of roads and sewers.
And Jim Gehman, assistant executive director for development operations for the Norfolk Redevelopment and Housing Authority, says there's no money to build infrastructure for 25 of the city's biggest developable sites.
On Monday, the authority is expected to agree to ask the city council for $27 million, more than half of which would pay to build infrastructure.
But that request may not go far as the Norfolk already is facing a tough budget year.
In past years, the city gave the authority about $9 million for capital improvements. Last year, it received none.
