NORFOLK-- The commanding officer of Electronic Attack Squadron 140 aboard the Norfolk-based USS Dwight D. Eisenhower has been relieved.

Cmdr. Joe V. Martinez, was relieved due to loss of confidence in his ability to command following the completion of a Judge Advocate General Manual investigation.  According to the Navy, the investigation revealed poor leadership and a negative command climate among the squadron’s officers.

The JAGMAN investigation found Martinez willfully ignored Navy instructions, knowingly submitted officer Fitness Reports containing inaccurate information, made inappropriate racial comments, exercised undue influence on subordinates, and made false or misleading statements.

Cmdr. Scott Hardy has been named interim commanding officer. Hardy previously commanded VAQ-136.

Attack Squadron 140 is based at Naval Air Station Whidbey Island, Wash and is assigned to the Eisenhower

Martinez had commanded VAQ-140 since November, 2012. He has been temporarily assigned to Electronic Attack Wing Pacific.
