NORFOLK -- In low-lying Ocean View in Norfolk, it was very windy and rainy along the shoreline while a half-mile off the beach, the weather was a bit different-more blustery than stormy.
Looking out on the Chesapeake Bay at 6:30 a.m. Sunday, the wind was churning the water, creating whitecaps on the waves and choppy conditions.
A coastal flood warning was in effect until midnight. Forecasters expected water levels to range from two-and-a half to three feet above normal increasing to three-and-a-half to four feet by Monday morning high tide.
