NORFOLK -- Thursday morning's double shooting inside a Norfolk parking garage has people wondering, where are the security cameras?

The announcement came weeks after Juan Carlos Ovalle-Peralta was shot and killed in the city's Waterside Garage after a road rage dispute.

The city manager said in April that cameras were on the way.

Here it is November and still no cameras.

Officials say the main issue was bids came in a lot higher than expected, so the contract was reworked.

"Technology was changing and we wanted to make sure we had the best contract, so that slowed the process up. But we're now ready to go," says Stanley Stein, the assistant city manager.

"The pace has been glacial," said Kevin Murphy, president of the Downtown Norfolk Civic League, which has fought for two years for surveillance cameras in garages. "It seems there is no champion in city hall to address this issue."

With the contractor on board, the cameras should be up in January.

I have worked in homeland security and I can assume you cameras will do no good. There are cameras in every 7-11 and they still get robbed on a regular basis; on the streets they are called “stop and robs.” Cities spend a lot of money for cameras and murders, robberies, and carjacking continue. If you want to be safer out on the streets and in your home the best approach is to carry a loaded handgun 24 – 7. FBI statistics show that in 2006 police killed 376 bad guys and private citizens justifiably killed 241. On average police kill one felon a day and armed citizens legally kill two in each three-day period. Armed citizens make a difference in saving lives with their guns. Make a difference by saving your own life. See Tables 13 and 14 for 2006 data and other years at http://www.fbi.gov/ucr/cius2006/offenses/expanded_information/homicide.html
