PERQUIMANS CO.--Two teachers are out of a job and facing criminal charges in Perquimans County after being caught physically abusing a special needs student on camera.
Cynthia Jones, 51, and Kecia Phelps, 48, were arrested and charged with assault on a handicapped person after a bus security camera caught them abusing a Perquimans High School student.
The video, which was viewed by 13News Now reporter Nick Ochsner, shows Jones, the student's special needs teacher, and Phelps, her assistant teacher, violently restraining the student.
Jones and Phelps are seen pulling the student's hair, striking him with a closed fist and dragging the boy down the aisle of the bus.
Perquimans County Sheriff Eric Tilley says he's not sure what provoked the employees' actions.
"The first thing that really jumped out at me was they told the young man to sit down, slide over and he complied," Tilley said.
Tilley says the case was first brought to his attention by staff members from the Perquimans County School District.
"We felt like that it was inappropriate, the restraints that they used," said Superintendent Dr. Dwayne Stallings.
Both women have bonded out of jail.
