NORFOLk--Residents of the Rotunda were allowed back into their condos this weekend. A string of arsons forced an evacuation and residents had to live in hotels for almost two weeks. Officials say some safety measures had to be put in place, they include extra security and implementing neighborhood watch groups. Investigators are still looking for the arsonist.
