Police:  NN mother driving twin babies found unconscious, carrying drugs

NEWPORT NEWS -- A Newport News mother has been arrested after police say they found her unconscious behind the wheel of her vehicle with her twin babies in the backseat.

Police have charged 30-year-old Lisa Marie Joe, of the 800 block of Constance Drive, with drug possession and child abuse/neglect.

According to Newport News spokesman Harold Eley, officers saw Joe driving her SUV at 3 p.m. on December 13 at an extremely slow rate of speed.

Police at some point were able to get Joe to pull the SUV over, Eley said. 

Officers said it appeared Joe was either leaning over in the vehicle or passed out.  Officers approached the SUV, opened the door by force, and found Joe unconscious and convulsing, Eley said. 

Eley said officers removed suspected crack cocaine and a cocaine smoking device from the vehicle which was in plain view.

Joe was transported to Riverside for medical evaluation.

The two children were not injured, Eley said.
