NORFOLK-- During major rain storms, people in Larchmont watch the flood waters rise. 

The neighborhood is prone to flooding during high tides, rain and high winds. It’s the same today along Richmond Crescent, where the Lafayette River has flowed onto the road.

They watched the water get higher and higher until finally, many residents packed up and headed to higher ground.

In 2008, the EPA ranked Norfolk behind New Orleans among East and Gulf Coast cities most threatened by flooding.

From 2004-2009, FEMA paid $5 million to raise 29 homes in Norfolk.
