The victim was transported to Sentara Norfolk General Hospital, but was pronounced dead a short time later.
Witnesses told 13News Now the force of the impact was strong enough to send the motorcyclist flying several feet down Colley Avenue.
"I ran out my house, this is my house, I ran. When I got to the light post right there, in which he was laying in front of, he was laying there face first. His legs were twisted, arms twisted," Mary Metz said.
The driver of the vehicle was not hurt, Hudson said.
It is still unclear what caused the crash, but alcohol nor speed appear to have been involved.
