Mother charged, father sought in child neglect investigation

NEWPORT NEWS -- The parents of a six-year-old boy took punishment too far, Newport News Police said.  

Felicia Hoggard, 32, is charged with three counts of felony child neglect.  The boy's father, 35-year-old Telly Swain, is wanted for child neglect and malicious wounding.

Police say the boy was being punished for acting up at school.

The detective said the injuries were the worst he's seen in his two years of investigating these types of cases.

Police spokesman Lou Thurston said the injuries looked like cuts to the face.

Authorities believe Swain left their 32nd Street home when he learned of the investigation.

Child Protective Service was called in and the boy is now with a family friend, Thurston added.
