NORFOLK -- Dr. George Pratt says he does not know how an employee received paychecks for 12 years at the Community Services Board despite never showing up to work.
Pratt was executive director of the CSB for 22 years before retiring in 2009.
"I was stunned," Pratt said. "How that could get lost is beyond anything I can comprehend."
On Thursday, City Attorney Bernard Pishko said he had evidence to suggest Pratt knew about an "incomplete termination" of an employee 12 years ago.
That employee was Jill McGlone, who worked for Pratt.
Pratt disputed that.
"I can’t remember any incomplete terminations," Pratt stated.
Pishko’s initial findings suggest the clerical employee was paid for so many years – with full benefits – because she was never completely fired.
