Fight over who should collect millions in unpaid court fees heats up

VIRGINIA BEACH -- City Treasurer John Atkinson was stunned when he found out there is $40 million in outstanding court fees and fines in Virginia Beach.  It's now his job to track down the unpaid money and he says he's doing a good job.

"In the first three months, we've collected $1.6 million," says Atkinson.

There's an amendment in the General Assembly that would strip treasurers' offices of getting a commission fee on collections.

Atkinson says the money is necessary to fund additional staff for additional duties. He's crying foul and says it's a move to benefit the private attorneys who once held the contract to collect the unpaid fines.
