CHESAPEAKE -- A Chesapeake man faces charges after he allegedly booby-trapped a pipe outside his home, injuring a city worker.
Police arrested 23-year-old John Cirillo, of the 700 block of Harway Ave., on Tuesday and charged him with one count each of malicious wounding and theft of services.
Donna Wireman was injured when she attempted to disconnect a plastic pipe that had been jury-rigged to let the Cirillo's house connect to city water without a meter. The pipe was rigged with two batteries to cause harm, officials confirmed.
Cirillo was in court Wednesday and was fined $200 for obtaining utility service without pay. He’ll be back in court on August 12 for the remaining charges. He faces up to 20 years in prison if convicted of malicious wounding.
