NORFOLK -- Budget cuts in Virginia have put a higher education program for high school students on the chopping block.

The program, from Norfolk Public Schools and Tidewater Community College, allows high school students to take college classes for free.

But if that program is cut, some students will face a major change in their plans.

They might have to graduate earlier, and might not have enough money to continue the progress they’ve made toward an associate’s degree.
