 Suffolk woman accused of housing 80 pets is arrested, house condemned

As 13News reported Monday, animal control officers removed more than 80 cats and dogs from a home on Carolina Road in Suffolk.

 

A vet continues to check out the animals, and charges against the homeowner have been filed. Police have issued warrants for Francine Cochran, the woman who was supposedly caring for these pets.

Wednesday afternoon, Cochran turned herself in to police at 4:15. Police say she is expected to be released on no bond.

An emotional Francine Cochran spoke with 13News early Wednesday, outside of her home which was condemned on Monday.

 

"It was getting overwhelming because my health was not 100 percent, and my vet will tell you I was bringing guys in, getting them up to date," said Cochran.

 

But police say none of the animals they recovered had current rabies vaccinations and a number of them were in poor health.

 

Cochran admits her pets have been gradually getting sick.

 

"Slowly, slowly, slowly, slowly, past 6 months they started getting skin reactions, we started treating them," she said.

 

But that's just the beginning of her problems. City officials condemned her home saying the conditions inside were unsanitary. Cochran lived there with her 12-year-old son, who investigators say was living in filth.

 

But Cochran said her son was not living in bad conditions. "He wasn't walking around in dog poop, he wasn't walking around where it was filthy, it was clean where he was."

Cochran is charged with ten counts of misdemeanor animal neglect/cruelty, and multiple counts of not having her animals properly licensed.
