Mother arrested, police find deplorable living conditions
PORTSMOUTH-- Authorities removed two children from their Portsmouth home and arrested their mother after investigators say they found deplorable living conditions.
According to city spokeswoman Janice Clark, Child Protective Services, Naval Criminal Investigative Services, military and Portsmouth police responded to military housing in the first block of Chartom Court at the request of a family member on Nov. 24 around noon.
Officers say they found unsuitable conditions for the children living in the home. The mother, 22-year-old Bridgett Rutkowski, faces child abuse charges.
Clark says Rutkowski's 2-year-old and 5-month-old girls were removed and turned over to a family member.
Two dogs were also seized by animal control officers. Authorities say the dogs were found in the back yard chained to an object without water, food or shelter.
Rutkowksi may face additional charges related to the animals.
