NEWPORT NEWS – Police say a man was texting while driving when he struck and killed a pedestrian early Sunday in Newport News.
Police arrested 35-year-old Timothy Jason Walker shortly after 6 a.m. after a police officer discovered the body of 22-year-old Russell Todd Neff, Jr. in the road near the intersection of Jefferson Avenue and Woodcreek.
Police closed the north bound lanes of Jefferson Avenue, between Woodcreek Drive and Whitewater Drive, for nearly four hours for the investigation.
Many people in the area say that stretch of Jefferson Avenue is dangerous because there are few lights and no sidewalks.
They point to a similar incident last month, when a vehicle hit two people who were on a motorized wheelchair. One of the people died.
Many families frequently walk along Jefferson Avenue to shop. They would like to see sidewalks, crosswalks and lights installed before someone else is struck and killed.
Walker was arrested after his 1997 Chevy Tahoe was located by York County Sheriff's deputies.
Walker. who lives on Julia Terrace in Newport News, is charged with driving under the influence of alcohol, texting while driving and felony hit and run. He could face additonal charges.
