ISLE OF WIGHT CO.-- A Carrsville woman was arrested after police say she was pushing an under-dressed baby in a stroller down a narrow country road while intoxicated and in posession of heroin.
Isle of Wight County deputies were called to the intersection of Walters Highway and Joyners Bridge Road around noon Monday after receiving a report about a person creating a traffic hazard.
Deputies found 23-year-old Brooke Herrin of Lawrence Drive in Carrsville walking in the roadway.
Authorities said the 7-month-old baby in the stroller was wearing only a sleeper, was cold to the touch and crying.
The noon temperature at nearby Franklin Municipal Airport was 60 degrees.
Deputies said Herrin was unsteady on her feet and arrested her for being intoxicated in public. Police say a search turned up heroin in Herrin's possession.
Herrin was transported to Western Tidewater Regional Jail in Suffolk where she is being held on no bond.
Police notified Social Services who turned the baby over to a relative.
Herrin is charged with public intoxication, reckless disregard for a child's life and possession of narcotics.
