Former CIA worker's arrest comes weeks after trouble in neighborhood

NORFOLK -- "The news would come on, and he'd be like, 'Oh, uh,' you know, 'can you change the channel? I don't like the news.'"

It was one of the odd things "Jessica" and her boyfriend noted about Andrew Warren during the couple of weeks they knew him, realizing Monday afternoon, they knew very little about him. She and her boyfriend were in Warren's room at the Ramada Limited on North Military Highway when Norfolk Police Fugitive Investigators, United States State Department Diplomatic Security Service Special Agents, and United States Marshals showed up to arrest the 42-year-old whom the couple knew as "Dave."

"Whatever his name is, Andrew, or whatever, like, he walked out, and he had, like, a gun," explains Jessica. "I just ran to the other side, and, then, they cuffed me, and they told us to get on the ground. I don't know, it was just scary."

The former Central Intelligence Agency employee was wanted on a federal charge of Sexual Deviance in connection with offenses he supposedly committed while serving in Algiers.

"He would say, like, a lot of creepy things to me," Jessica recalls, "like, when my boyfriend wasn't around, like inappropriate things."

Investigators say a tip led them to the motel, and they took Warren into custody at about 4:00 p.m. Monday. A few weeks ago, some of Warren's neighbors on Vimy Ridge Avenue in Norfolk called police about him.

"He had his genitals hanging out of his pants, over the top of 'em," recalls "Stacy," who lives with her fiance. She says Warren, who claimed his name was "Marco," popped over to their house to introduce his roommate who just moved there. 

Warren has been living on Vimy Ridge for about a year, and had been to the couple's home on different occasions. During his visit April 3 is when he supposedly exposed himself.

"He tried to brush it off on the fact by saying, you know, 'Excuse me. I've had minor surgery so I get a little horny sometimes," Stacy tells 13News. "While he was in the restroom, there was moaning and groaning, and it sounded like he was masturbating."

Stacy says after Warren left, she found evidence that suggested her suspicion was correct. Her fiance, Kyle, called Norfolk Police.

"Specifically said, 'Hey, you know, we have to wait for somebody to come down from the CIA to pick this guy up," Kyle remembers. "I'm dumbfounded by it." He wonders, "Why wasn't he in custody of some sort or more close eye kept on him?"

13News stopped at Warren's home where his housemate was. He tells us he's known Warren for about 20 years.

"I really can't say more," he stated.

ABC News reported last year that Warren, who attended Norfolk State University, held the position of Station Chief in Algeria when at least two women accused him of drugging and raping them.
