VIRGINIA BEACH -- Beach city council heard from several citizens Tuesday night about a proposed plan to restore the Cavalier Hotel.

The city wants to give local developer Bruce Thompson $18 million as part of an incentive package to renovate the site.

Thompson would renovate and keep the Cavalier as part of a bigger development at the site.

Some residents support the preservation of the landmark, but others are critical of the public-private partnership.

"In these types of cases, it should be private investment, private people should support it, and then we reap the prof -- the fair taxes off of it, so my point with it is it's not really the goal or the function of local government to get involved in this," said Reid Greenmun.

City council is scheduled to vote on the city's contribution to the project in early July.
