VIRGINIA BEACH -- A man wanted for shooting a pedestrian Tuesday night turned himself several hours later.
Police say James W. Hawkins Jr. opened fire on the man, who is friends with a woman described as Hawkins' relative. They say he and another man then drove away from Wadsworth Shores military housing in a pickup truck.
The shooting happened about 6:10 p.m Tuesday in the 1200 block of S. Birdneck Road.
"The fact that it happened still in the daylight with kids outside playing, right in the middle of the street, it's kind of scary," said witness Melody Frank.
Hawkins, 45, turned himself in to police early Wednesday morning. He is charged with aggravated malicious wounding, use of a firearm, abduction and kidnapping, and violation of a protective order. A second man has been identified, but there are currently no charges against him.
The man, whose name is not being released, remains hospitalized in critical but stable condition, police spokesman MPO Jimmy Barnes stated.
Originally it was reported that the victim was riding a bike at the time; however, investigators say he was on foot when he was shot.
