SUFFOLK -- A toddler is in custody of Child Protective Services Wednesday morning after his mother was found under the influence of drugs in a courthouse parking lot.

Police found Billie Warburton, 30,  with injection marks on her arm and drug-related items in the car, in the parking lot of the Mills E. Godwin, Jr. Courts Building.

The 23-month-old child was in the back seat of the car.

Officers say Warburton told them the child hadn't eaten since the night before.

Warburton faces charges of possession of heroin, driving under the influence of drugs, and felony child neglect.
