NORFOLK -- A Norfolk-area sailor faces a number of charges related to child pornography following an NCIS investigation that lasted nearly a year.

Douglas Lawrence True, 22, is charged with conspiracy to produce child pornography, production of child pornography, receipt of child pornography, use of interstate commerce facility to entice a minor to engage in sexual activity and possession of child pornography.

According to an indictment handed down by a federal grand jury on Thursday and affidavits filed with warrants for True's arrest earlier in the month, the NCIS investigation began in September 2013.

The court documents accuse True of soliciting sex from teenage girls and asking them to send him explicit pictures. The court documents also say True asked for and received pictures of a woman performing oral sex on her child.

Rebecca Mae Gibbs is also named in Thursday's indictment. Gibbs is charged with conspiracy to produce child pornography, production of child pornography and distribution of child pornography.

Warrants for Gibbs' arrest were issued following Thursday's indictment. True was arrested in early June and is being held in jail awaiting trial.
