NORFOLK-- The city council passed a resolution Tuesday night creating a "Top Deck" Pilot program for business parking.  The program would begin on December 1st.

The 6 month program allows businesses to rent out spaces on the top decks of three of Norfolk's parking garages at a discount rate.  A total of 300 spaces are available for renting for 24/7 access.

The three parking garages are the Boush Street Garage,  the West Plume Street Garage and the Bank Street Garage.

The city says its seeking to create a more business-friendly environment for companies of all sizes

Similar programs have experienced mixed results in other cities.

The spaces will be rented to businesses on a first come, first served basis.  Parking cannot exceed the capacity of the top deck of each garage.

Businesses will be required to apply for the spaces. Once they apply,  the city will confirm with Virginia Employment Commission that the employee/business fits the criteria.
