3/20 UPDATE: A vigil for Rosa Powell will be held at 6:30 p.m. at Ingleside Elementary School. Organizers say Powell volunteered at the school almost everyday and it's the school her 11-year-old son attends.
NORFOLK -- Police have charged a Norfolk man with the murder of 43-year-old Rosa Powell, whose body was found along the side of a road ten days after her family reported she was missing.
Police arrested 43-year-old Cortez P. Scott of the 1400 block of Goff Street on Tuesday and charged him with second degree murder.
Powell's friend Alice Blowe said family and friends were worried when Powell didn't pick up her 11-year-old old son from school on March 5 and never returned home.
She also has two adult daughters, Blowe adds.
Powell's body was found on March 15 near the 1400 block of Roberts Road.
Police say the suspect knew Powell but did not provide further details.
Powell's friend, Tamika Smallwood, tells 13News Now she is deeply saddened about her friend's death. She wishes police would have "done a better job getting on the case faster" and it may have given them a "better chance of finding her."
The suspect's family says they don't believe Scott is responsible for the murder. His cousin, Shaquita Tutt, says he is a family man who lives with his mother and helps raise his niece. Tutt says the family knows Powell and he even helped pass out fliers when they learned of her disappearance.
Scott is being held in the Norfolk City Jail with no bond.
Scott appeared in court Wednesday morning and intends to hire an attorney, officials said. His next hearing is scheduled for March 26.
