Submerged vehicle pulled from water

NORFOLK-- Crews pulled a submerged car from the waters of Willoughby Bay Thursday afternoon.

Police say nobody was inside the vehicle.

The incident happened near the 1200 block of Willoughby Bay Ave. at the 13th View Street Boat Ramp.

Dive teams went into the water around 2:15 p.m. and recovered the vehicle. 

A jet skier discovered the car. He talked to 13News but wanted to remain anonymous.

"I saw it sitting there underwater," he said. "I couldn't believe it was a car."

Once the car was towed from the Bay, investigators found flowers and windshield whiper fluid in the trunk of the Hyundai Elantra.

Police say they're still investigating.
