NORFOLK -- Traffic was delayed Tuesday after maintenance crews working on the I-64E HRBT inadvertently activated a valve, officials said.  At one point, both lanes were shut down. As of 3:15 PM, the lanes have been re-opened but traffic is backed up nearly two miles.

According to VDOT spokeswoman Brooke Grow,  VDOT maintenance crews blocked both lanes into the tunnel to ensure that the water was properly draining from the roadway into the tanks.

"Due to the fact that we anticipate major rain tonight and tomorrow, the vac truck is assisting with quicker drainage and removing any debris from those drains since the recent influx of water," Grow said.
