City leaders step in to stop panhandling in Oceanview

 OCEANVIEW--Shoppers and business owners say pandhandling has become a big problem lately at the Oceanview Shopping Center.  They think panhandlers are trickling in from the HRT bus across the street, and shop owners say it's hurting business.  Customers feel uncomfortable and annoyed. 

"It is an invasion of people's privacy and personal space," said Councilman Tommy Smigiel.  He's been approached by the Oceanview Civic League about the problem.  He plans to look into it and meet with property owners to see if they can put up signs that say "no soliciting".   

In the city of Norfolk panhandling is not illegal but some city leaders now want to look at a possible ordinance on the issue.
