NEWPORT NEWS -- A Newport News father has been charged after police found his two children soaked in urine and within arm's reach of a gun, officials said Tuesday.

Police spokesman Lou Thurston sais officers performed a welfare check Monday morning at the Leeward Marina on River Road.  Two children were visiting their father, 32-year-old Victor Jackson, on a boat at the marina.

Thurston said officers found Jackson with his 7-year-old son, who was wearing only a jacket and no other clothing.  A relative said the boy and his 5-year-old brother were soaked in urine and had no change of clothing, according to Thurston. 

Officers also saw a gun lying on a table near the children.

Jackson was charged with two counts of felony child neglect. 

The children were returned to the custody of the mother.
