CHESAPEAKE (AP) -- The former state delegate who sponsored legislation creating the Virginia Lottery has died. Joseph William "Billy" O'Brien was 83.
The Virginian-Pilot reports that O'Brien died Friday. Hollomon-Brown Funeral Home confirmed the death on its website.
O'Brien was a three-sport standout at Wilson High School before playing football at North Carolina. He compiled a 146-43-11 record as the football coach at Great Bridge High School from 1955 until 1974. His teams won five district championships.
O'Brien served from 1974-1991 in the House of Delegates, where he chaired the Education Committee.
A funeral service is scheduled for 11 a.m. Tuesday at Hollomon-Brown Funeral Home, Great Neck Chapel.
