CHESAPEAKE -- Two men are charged in an investigation into thefts from the Gilmerton Bridge construction site in Chesapeake.

Va. State Police say Gary Colts, Anthony Belcher and another man were in a white van under the span on Thursday afternoon.

A trooper says Belcher was spotted by the site manager trying to steal welding material, but he ran off when the officer approached. Another trooper caught him nearby.

The welding leads have a value of more than $1,000.

Colts, who was driving the van, has been charged with felony habitual offender, larceny, improper tags, improper inspection sticker, and a concealed weapon violation.

Belcher was charged with larceny.

The passenger in the van hasn't been charged.

Va. State Police say police departments across Hampton Roads are investigating Belcher and Colts for thefts from construction sites in their cities.
