Virginia panel adopts plan to fight global warming

RICHMOND (AP) -- A state panel is calling for Virginia to reduce greenhouse gas emissions at a faster pace than Gov. Tim Kaine had suggested.

A plan adopted Thursday by the Governor's Commission on Climate Change recommends that the state cut such emissions by 25 percent below 1990 levels by 2020, and by 80 percent by 2050. Kaine, who appointed the commission earlier this year, had suggested cuts by 30 percent by 2025.

However, the commission rejected a proposed policy statement that called for no new coal-fired power plants in Virginia until carbon-capturing technology is available to offset expected air pollution.

The commission plans to give a report to Kaine by Dec. 15.
