Parents of Portsmouth twins charged with child neglect

PORTSMOUTH -- The parents of nine-month-old twin boys are charged with felony child neglect and malicious wounding.

David Lloyd Miller, 24, and Jessica Sonya Evans, 23, allegedly injured the twins.

Police said a family member saw the child's swollen head on February 3 and convinced the couple to take him for treatment and doctors notified police of boy's head injuries.  The boy is now out of the hospital.

An investigation by police and Child Protective Services found that the second boy also had been injured, according to authorities.

Evans and Miller, who live on Jewell Avenue, are each charged with three counts of felony malicious wounding and felony child neglect.

A neighbor, Frank Fosdick, was surprised at the arrests.

"When I saw them with kids, they were always good with kids. David has always been good with children, even when he was over here around kids we've had," he stated.

Both children are in the custody of Child Protective Services.
