PORTSMOUTH --A woman is charged with child neglect after police say her two toddlers were home alone Wednesday night.
A neighbor called investigators to the home in the 1100 block of Virginia Avenue after hearing two little boys crying around 8:00 p.m.
A short time later, police located and arrested 24-year-old Jalisa Birden on two counts of abuse and neglect of children.
Police say the toddlers, ages one and two, were placed in protective custody and are now with a family member.
A police summary filed in court says the toddlers "ransacked the home" and were dirty when discovered by police.
Birden showed up 30 minutes after police and said she was at a family member's home while her kids slept, according to the summary.
Birden bonded out of jail shortly after her arrest and is slated to be arraigned on April 30.
