PORTSMOUTH - A Portsmouth teenager is charged with a double shooting that killed one man and wounded another.
Braxton K. Cuffee, 21, died soon after arriving at the hospital; the other victim, whose name hasn't been released, is in serious condition.
Police found the two in front of a home in the 1500 block of Marshall Avenue around 2:00 a.m., a few blocks from Cuffee's home.
Witnesses say someone ran up to the porch where the two were sitting and opened fire.
Police say that person is Michael Derrick Edwards, 18, of the 1400 block of Lansing Avenue.
He's charged with murder, attempted robbery, malicious wounding, possession of firearm by convicted felon, and use of a firearm in commission of a felony.
Cuffee's mother says the two were trying to cool off because the air conditioner was not working, caused by a power outage from Tuesday night's storm.
Wednesday afternoon, Dominion power crews were out restoring power.
