Federal appeals court rules Va. gay marriage ban unconstitutional

The 4th Circuit Court of Appeals in Richmond has upheld the decision of a Norfolk federal judge that Virginia's ban on same-sex marriage violates the U.S. constitution.

The ruling does not go into effect for 14 days. During that period, opponents can file a motion asking the court to delay enforcement of the ruling while an appeal is filed to the U.S. Supreme Court.
